Pre-Application Advice: The Most Underused Tool in UK Planning and How to Use It Properly

There is one step that separates the planning applications that sail through from the ones that get refused, withdrawn, or stuck in a cycle of revisions.
It isn’t a better drawing package. It’s a conversation with the planning officer before the application is submitted.
Pre-application advice, or “pre-app”, is a formal consultation service offered by virtually every Local Planning Authority in England. For a modest fee, typically £25–£300 depending on the council and project scale, you consult with the planning officer who will likely determine your application, and get their views before a single drawing is finalised.
What Pre-App Actually Gives You
Policy compliance
The officer confirms which planning policies apply to your site and whether your proposal is in line with them: NPPF, Local Plan, Neighbourhood Plan, site-specific designations.
Design concerns
Before you’ve committed to a design, the officer flags elements likely to cause objection: massing, materials, impact on neighbours, relationship to the street scene.
Required supporting documents
The officer specifies exactly what specialist reports your application will need. Discovering after submission that you needed a bat survey is an avoidable problem.
The most appropriate application type
Sometimes what looks like a full application is better handled as Prior Approval or an LDC. The officer can point you in the right direction.
How to Get the Most Out of a Pre-App Meeting
A poor pre-app enquiry gets a vague response. A well-prepared one gets specific, usable guidance.
Our approach:
Submit a written brief before the meeting, not just drawings, including the specific questions you want addressed.
Share indicative drawings at concept level: enough to communicate design intent, not so developed that changes become costly.
Ask specific questions. Not “will this get approved?” but “does the proposed ridge height comply with the council’s design guide?”
Log every response. The officer’s written pre-app response is a document you can reference throughout, and cite if they later raise a ground they didn’t flag.
The Cost of Skipping It
A refused householder application costs 8 weeks and £258 in council fees. If a revised design is needed, add another 6–8 weeks.
A pre-app meeting for a householder project typically costs £50–£150 and takes 2–3 weeks to arrange.
